Cross Chapter Search Region Default

Is it possible to add a filter for searching cross chapter. My issue is when I search a persons name, it incorrectly populates the wrong individual. If I don’t know the business name, it’s very difficult to find someone, if at all. What may help is that when I search cross chapter, the default is my region. Maybe a check box for “Global Search” or uncheck “Local Region Only.” I have screen shots of helpful.
