Pending Applicants and Visitor Registration

With the new apply and pay process, it seems as though once someone has applied, they cannot register to visit the chapter they have applied to, and the history of their prior visits seems to disappear from the Chapter Visitor Report.

While the application is still pending, it would be helpful for the visitor and the chapter if the visitor could still register to visit and be shown on the chapter visitor report.
