Draft application alerts

EDs admin or regional managers should get an alert when an application is incomplete, draft applications could be part of a quick follow up service call process by our regional offices instead of relying on easy to delete emails. 

Also important, who gets incomplete draft application notifications with forming chapters ? 
I just found 6 incomplete applications that I had no clue were there... Most likely lost opportunity but I can now follow up.
