TYFCB from Past Member

I am a member of BNI since 5 years and a trained DC. Still, a question that often crops up and has not been addressed in a convincing process or manner in the system.
Well, we have a clear process of recording TYFCB which is attributed to an ex / Past member, i.e. we Thank BNI since the name of that past member is not visible any longer in the system. This is recognition of the fact that BNI enabled that relationship and the referral was received as well as recorded in the system.
On the contrary, If X passes a referral to a member (Y), which has a recurring TYFCB angle and after a certain period the member (Y) who was passing the TYFCB leaves the chapter. Although Y is continuously receiving revenue which is attributed to the referral passed by X even post his departure from BNI. It is a loss of TYFCB points to the member X.
Can the chapter VP record such TYFCB on behalf of the member Y or as 'BNI', if the member Y acknowledges the same as well as send documentary evidence to the chapter Leadership Team?
Presently system doesn't have any such provision and the member X loses TYFCB points post member Y' exit from the BNI system.

@francois @nirmallya - I agree with Francois. The distinction here mainly being that we are tracking the business that is being made by the current BNI member, money that is actively in the BNI system. Once the member leaves in the second scenario, that money is now "outside" of the BNI circle. Hope this helps!

I was DC for 12 years and I'm now 3rd year Executive director. It is my understanding that the goal is to measure the chapter's performances. If member Y leaves the chapter, we should not account for his recurring business because he's not in the chapter anymore.- We can't monitor the amounts because the member isn't there to report
- The world's TYFCB would be 100 times higher and would not represent reality if we start counting former member business totals... I for one have given hundred's of thousands of business income that was never taken into account because members had left...
- Member would then request to count referrals to former members...
I don't see how that could work
- One of the important concerns is this... If member X is giving business to member Y... What can we do better to make sure Member Y doesn't leave the chapter ?
