Turn off ReCaptcha for visitor registrations

Chapters need to be able to turn off or upgrade recaptcha to version 3 for visitor registrations.  On a cell phone its impossible to see the pictures to make sure you've selected all of them or the right ones.  v3 will at least try to verify the browser's identity through other means.

  @adrian - Thank you - we are unable to allow control at the chapter level for captcha, however we will add this as an upgrade request to get to the latest version on the sites.  Thank you!
