Have TYFCB generate a Referral / Let the person receiving a Referral enter it.

Sometimes a member forgets to put in a referral - it would be AWESOME if a TYFCB would automatically generate a Referral, and/or if the member receiving the referral could enter the Referral if it's not in the system.
